1) There's nothing wrong with overtaking, it's not illegal like some people think.
2) Only overtake where these 4 things coincide:
i: The vehicle in front is going unreasonably slow for the road and conditions, and well under the speed limit. If the vehicle in front is going a good speed then just chill and keep a good following position (which you should always be doing anyway.)
ii: The road conditions and rules of the road permit overtaking (i.e. no solid white lines on your side of the centre line)
iii: You have an excellent view of the road ahead
iv: You are presented with an excellent opportunity (and totally confident in your cars ability to overtake safely)
3) Yes, for increased safety you may have to momentarily go over the speed limit to keep the 'time exposed to danger' down to a minimum.
4) Remember you should always be able to back out of an overtake (brake and slot in back behind the vehicle you were trying to pass - as long as a car behind hasn't filled that space.)
